Beck-Bookman Library

Computer & Internet Use Policy

The Internet is a global electronic network that provides access to ideas, information and commentary.  The Beck-Bookman Library provides public access to the Internet in keeping with its mission to provide recreational, cultural, educational and reference information materials and services.  Users must comply with the United States copyright law, United States and Kansas statutes, and all other applicable laws.

The library is concerned for the safety and security of users who access online information.  The library has no control over the information on the Internet and cannot be held responsible for its content.  The restriction of a minor’s access to the Internet is the responsibility of the parent or legal guardian.  Parental permission is required for use of the library Internet computers by children under the age of eighteen. For children age 12 and under, a parent must be in the library with the child at the time of Internet use. Permission forms may be obtained at the circulation desk and need to be completed in the Library before using the Internet. Proof of identification/date of birth must be provided if questioned by staff.

Using library computer workstations in an inappropriate manner or for illegal purposes is prohibited.  Members of library staff are under no obligation to monitor library workstation usage.  When, however, a member of the library staff determines that a patron is using a workstation in an unacceptable manner, any or all of the following consequences may apply:

1.       Immediate termination of the Internet session.

2.       Additional suspension of computer use or other library privileges.

3.       Notification of appropriate law enforcement officials.

Patrons shall not access or exhibit inappropriate matter on library Internet workstations.  Inappropriate matter is defined as the following:

1.       Access or exhibit obscene material on library computer workstations.  Disseminating or exhibiting obscene material is a crime in the state of Kansas. (See K.S.A. 21-4301 as amended).

2.       Access material or computer-generated images deemed harmful to minors. (See K.S.A. 21-4301a and K.S.A. 21-4301c, as amended).

3.       Use the library computer workstations in a manner that allows them to possess a computer-generated image that contains or incorporates sexual exploitation of a child.  (See K.S.A. 21-3516, as amended).

Additionally, patrons shall not:

1.  Participate in email, a chat room, or instant messages that use information that is obscene as defined by Kansas law.

2.  Attempt to gain unauthorized access to any data, computer, or network.

3.       Disclose, use, and/or disseminate personal information that could threaten or create a vulnerability for a minor, for any other person, or for the library.

4.       Copy materials that are copyright-protected without permission of the copyright holder unless the proposed use falls within the definition of “fair use.” (See United States Code, title 17, Section 107).

The library network filters the viewing of questionable material. As such, patrons shall not access or exhibit obscene material on computers while in the library. Disseminating or exhibiting materials that are (a) obscene, (b) child pornography, (c) harmful to minors is a crime in the state of Kansas (see K.S.A. 21-4301 as amended). Library patrons need to be aware that no technology protection measure will protect patrons from access to all obscene or objectionable materials.

Wireless network: library hot spot

Wireless Acceptable Use Policy

Beck-Bookman Public Library offers public wireless (WiFi) access to the internet for those with wireless-enabled laptop computers or devices.

Definitions:

“Hotspot Network” – refers to the
Hotspot Wireless Network provided freely to the public at Beck-Bookman Library.
“Private Computer” – refers to a laptop or other computing device in possession by the patron before they enter the library.
“Public Access Computer”
– refers to a laptop or other computing device owned by Beck-Bookman Library, and provided to patrons for their use while in the Library.

In order to use the Hotspot Network I agree to comply with all of the following conditions:

I will comply with all state and federal laws and the Beck-Bookman Library policies and procedures.

I will not use the Hotspot Network in a way that disrupts the use of the network by others.

I understand the Hotspot Network filters the viewing of questionable material. As such, patrons shall not access or exhibit obscene material on computers while in the library. Disseminating or exhibiting obscene material is a crime in the state of Kansas (see K.S.A. 21-4301 as amended).

I will not plug Private Computers into the
Library’s computer network via cable.

I understand library staff are not allowed to configure my Private Computer in order to access the Hotspot Network, nor provide any troubleshooting assistance for my Private Computer. Furthermore, there is no guarantee that a wireless connection to the Hotspot Network can be made or maintained.

I understand the Hotspot Network is not secure. Information sent from or to your Private Computer can be captured by anyone else with a wireless device and the appropriate software, within five hundred feet.

I understand Beck-Bookman Library assumes no responsibility for any loss, theft, or damage to data, personal equipment or software resulting from connection to the Hotspot Network.

I understand library printers are not part of the Hotspot Network. (If you need to print, please save your work to a portable format, and sign up for a Public Access Computer at the Library’s front desk.)

Beck-Bookman Library reserves the right to
prohibit an individual from accessing the Hotspot Network if that individual is violating any of the policies or guidelines of the Beck-Bookman Library. A warning will be issued if such a violation occurs. If after a warning, an individual is again found to be violating the Library’s policies or guidelines, the individual will be banned from accessing the Hotspot Network at the Beck-Bookman Library.

Due to the ever-changing nature of these services, this policy is subject to change without notice at the library’s discretion.

 

 

Public Computers and the Internet

  • Must be a patron in good standing with the Beck-Bookman Library
    (no fines or overdue materials).
  • Patrons must abide by the Computer & Internet Safety Policy
    of the Beck-Bookman Library.
  • In compliance with the Children’s Internet Protection Act library computers are utilizing filtering software.
  • Patrons must present library card & sign in at the circulation desk before using a computer.

  • Patrons are given 60 minutes on a computer and must sign out before leaving.

  • Discs and CDs, DVDs are available at the front desk for $1.00 each.

  • Parental permission is required for use of library Internet computers by children under the age of 18. Permission forms may be obtained from the circulation desk. These forms need to be completed in the library before using the Internet. Proof of identification/date of birth must be provided if questioned by staff.
  • For children age 12 and under, a parent must be in the library with the child at the time of Internet use.

Printing - effective January 4, 2010
Black & white: 15˘ per page (30˘ double sided), maximum of 25 per day. 
Color: 25˘ per page (50˘ double sided), maximum of 10 per day. 
Patrons must prepay costs at the circulation desk before sending print jobs to the printer.
Anyone violating this policy will not be allowed to use library computers.
