1. What is a nuisance?

Essentially a nuisance is anything that interferes with the comfortable enjoyment of life and property, or tends to depreciate the value of the property of others.

2. When is a vehicle considered a nuisance?

A vehicle is considered a nuisance when no current registration plate is upon vehicle, when vehicle is placed on blocks, jacks, or supports for more than 30 days, or the absence of one or more parts of the vehicle necessary for the lawful operation of the vehicle upon streets or highways.

3. May garbage be stored upon public right-of-way or along curb area?

All garbage shall be stored upon private property and should be stored in containers with lids so it does not attract dogs, cats, flies or rodents. Trash may be set out (along street) the night before or the morning of collection.

4. When does grass or weeds become a nuisance?

Any grass or weeds shall be presumed to be blighting or a nuisance when they exceed 12 inches in height.

5. When are building permits required?

Building permits are required for any structure erected, constructed or enlarged. Fences also require a building permit.

6. Is there any work exempt from a building permit?

Painting, papering, siding, above ground pools if capacity does not exceed 5,000 gallons and storage sheds if the projected roof line does not exceed 120 square feet are some work exempt from a building permit.

7. Do I need a permit for a business sign?

A permit is required and an application can be obtained at City Hall or on this website under Online Services - Forms.

8. Who is responsible for trimming tree limbs hanging over sidewalks and streets?

The owner of any tree overhanging any street or right-of-way shall trim the tree. The limbs shall be trimmed eight feet above the surface of the street or sidewalk.

9. Who is responsible for removing snow from the sidewalk in front of my house?

The property owner is responsible for the removal of snow.

10. Are the parks of the City of Holton open 24 hours a day?

The Holton City parks are open from 6:00 a.m. to 11 :00 p.m. seven days a week.

11. Is boating allowed at Prairie Lake?

Jet skis or similar watercraft are prohibited on the lake but no wake boating is allowed.

12. Is camping and fishing allowed at Prairie Lake?

It is unlawful for the owner or keeper of any dog to permit such dog to run at large within the City.

Yes. Dog tags are required the first of each year and can be obtained at Holton City Hall.

At the present time there are no regulations governing the confinement of cats.
